    • As mentioned in last months meeting this committee has been suspended.
    • BBP has a lot of good information on the BCC website.
    • Recommend we keep this information on the BCC website.

     

  7. Keeneland Magazine
    • BCC member Jacalyn Carfagno is a freelance writer. Keeneland magazine has requested an article on bicycling. A meeting was held last week with Jacalyn, Randy Thomas, David Vance, and Tim Klesk to discuss the following and to guide Jacalyn to the BCC website information base.
      • When was the Horsey Hundred first run and how have participation numbers changed over the decades?
      • US and global participation, how many states and countries?
      • Data on economic impact?
      • Data on the club...when founded, how has membership grown, data on the number of rides per season?
    • Article is due to Keeneland magazine by the end of March. Pictures of BCC members will be included. A ride will be scheduled at Keeneland to take pictures of BCC members.

     

  8. Dustin Adams - Status of the board request to scrub Club Express, Admin and Coordinator IT authorizations

  10. E Bikes Rides sub-committee exploring options for allowing class 1,2 and 3 E bikes to participate in club rides (see addendum for class 1,2 and 3 definitions)
    • BCC’s insurance provider, American Specialty, covers Class 1 bikes.
    • E bike sub-committee would like to compare price and coverage from other insurance companies.
    • Following this effort, the sub-committee will report its findings and recommendations to the board.

      • Covid restrictions on large group meetings could improve by the 3Q.

  14. In the last board meeting we discussed if BCC should purchase an online subscription to enable committee meetings.
    • Microsoft Zoom and other platforms do not allow sharing of licenses.
    • Recommend telling the committee chairs to use a free subscription that allows one-hour meeting.

Member participation at Board Meetings

Regular Listening Sessions - Each regularly scheduled or specially called Board meeting shall include opportunities for the Board to receive feedback and input from members.  The purpose of these regularly scheduled time slots on the agenda are for members to provide comments and ideas to the Board.  The Board will not deliberate, discuss, or make any decisions regarding information presented during these sessions, although the Board may ask questions or seek additional information, and may request that the member follow the procedures outlined in paragraph 2 of this policy so that the issue may be discussed in more detail at a later date. Any member seeking to address the Board under this paragraph shall be limited to three (3) minutes of speaking time and shall notify the President before the meeting starts that he or she is interested in addressing the board. Each agenda shall include two opportunities for members to address the Board:
a. Items on the Board Agenda - Any member interested in addressing the Board on an item on the agenda may do so at the beginning of the meeting, immediately after the meeting has been called to order and the roll taken.
b. Any member interested in addressing the Board on any matter not on the agenda may do so at the end of the meeting upon conclusion of all official business included on the agenda.

 

Special Requests to Address the Board - Any BCC club member who wishes to address the board on an issue that will take longer than three (3) minutes, or that requires the board to make a deliberative decision shall submit his or her request to appear before the board to the President in writing at least ten (10) days before the meeting date.  The written request shall include the following:

 

a. The name and contact information of the person(s) making the request;
b. A description of the topic, issue, concern, or request to be discussed;
c. Identification of others who are involved, if there are any;
d. Any supporting information or documentation; and
e. The amount of time needed at the meeting.

 

The President will distribute the request to the board and the board may request additional information as

needed to evaluate the request.  The board will decide whether to include the request on the agenda using the

standard decision-making process adopted by the board. The President shall communicate the decision of the

board to the requester at least four (4) days before the board meeting. To the extent possible if the request is

denied, an explanation as to why should be provided to the requester, and the requester may still address the

board using the process outlined in paragraph 1.

 

E Bike Classes

Class 1 ebikes are limited to a top speed of 20 miles per hour, and the electric motor works only when the rider is pedaling. A bike that has an electric motor that assists only during pedaling is called a pedelec.

Some, like the VanMoof S3/X3, have a throttle on the handlebars that offers an extra power boost, but on Class 1 ebikes the throttle works only if you are also pedaling. You do not have to be pedaling extremely hard, though. You can throw it into a low gear and just free-spin the pedals forward slowly and that is enough to let the throttle work.

Class 1 - ebikes are allowed on bike paths and bike lanes that are shared with traditional, non-assisted bikes what we have started to call analog bikes.

 

Class 2 - ebikes are also limited to a top speed of 20 miles per hour, but they have throttles that work when you are not pedaling. That does not mean the motor will not assist you if you decide to pedal. Most Class 2 ebikes offer electrically assisted pedaling alongside throttles. As with Class 1 ebikes, you can generally ride them the same places as an analog bike.

Class 3 - Here's where it gets confusing. Class 3 ebikes can go up to 28 miles per hour and must have a speedometer but may or may not have a throttle.

It depends on the state writing the rules. California, for example, does not allow Class 3 ebikes to have throttles at all. In other states, throttles are allowed as long as they only work up to 20 miles per hour, while pedal-assisted electric power continues up to 28 miles per hour. Most states let you take a Class 3 ebike into road lanes or a bike-only lane in the shoulder of the road (so-called curb-to-curb). But you cannot take them on bike paths that exist outside of the road or on multi-use trails shared with pedestrians, like in a park.

A few ebikes try to work around these restrictions by adding a mode that limits the speed to 20 miles per hour so that you can ride them on multi-use trails and paths. Toggle the setting or remove a special physical key and you can unlock the bike's full potential.
